Dr. Kulkarni was born in 1938 and studied in Karnatak University, Dharwar, Bombay University School of Economics, Bombay and Johns Hopkins School of Public Health, Baltimore in USA and John F. Kennedy School of Government in Harvard University. He has worked in the Government of Karnataka (1964-1974) and in the Indian Institute of Management, Ahmedabad, as a visiting faculty(1974-75).
